The federal CIOs, state and local government CIOs, are smart people — they know what the issues are. Imagine they have to go to their boss and say 'I need hundreds of millions, maybe billions, of dollars to replace this system. It's going to take me eight to 10 years, and once I'm done with it, no one will probably know it's done. What kind of sales pitch is that? But the fundamental underlying infrastructure systems are 50 to 60 years old. They’re 15 software versions behind where they need to be.
