At a recent Economic Club of Phoenix luncheon, Shoen examined the forces driving CEO pay. At fault could be the primacy of the shareholder, he said, and a regulatory environment that imposes criminal sanctions on top executives. This model pits ownership, directors, and management against each other, trapped in defensive behaviors when those parties should be united by common purpose.
